EIT Knowledge and Innovation Communities (KICs) bring together public authorities (municipalities), businesses (industry and SMEs), research centres and universities as partners, creating a favourable environment for creative thought and innovation to flourish, allowing innovative products and services to be developed in every area imaginable, including climate change, healthy living and active ageing, new companies to be started, and a new generation of entrepreneurs to be trained. They carry out a whole range of activities that cover the entire innovation chain – including training and education programmes, reinforcing the journey from research to the market, innovation projects as well as business incubators and accelerators. Innovation Communities have been conceived so that they are able to react in an effective and flexible way to new challenges and changing environments.

EIT Urban Mobility is an Innovation Community funded by the EU and is currently consisting of 90 partners from 15 countries dedicated to accelerating solutions that improve our collective use of urban spaces, while ensuring accessible, convenient, safe, efficient, sustainable and affordable multimodal mobility. EIT Urban Mobility’s objective is to rethink urban spaces, overcoming fragmentation by integrating all urban mobility players – including cities and citizens – and increasing social inclusion and equality.


The EIT Regional Innovation Scheme (EIT RIS) is an outreach scheme that:

§  supports the integration of business, higher education and research institutions

§  increases the innovation capacity of European regions that don’t yet benefit directly from the EIT and its Knowledge and Innovation Communities (KICs).

Introduced in 2014, the EIT RIS is a new element of the EIT Community outreach strategy and the EIT’s answer to encouraging wider participation in its innovation activities.

The EIT RIS is based on two-way engagement between the KICs and selected partnerships from business, higher education and research, as well as regional policy-makers, public entities and other stakeholders essential to spurring innovation in Europe. It capitalises on the potential offered by Europe’s regional diversity in order to make a lasting impact on innovation in Europe.

RIS countries are:

§  EU Member States: Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Greece, Hungary, Italy, Latvia, Lithuania, Malta, Poland, Portugal, Slovakia, Slovenia, Spain, Romania

§  H2020 Associated Countries in Europe: Albania, Armenia, Bosnia and Herzegovina, Faroe Islands, Republic of North Macedonia, Georgia, Moldova, Montenegro, Serbia, Turkey, Ukraine


About the position:

The Regional Innovation Scheme (RIS) Manager is responsible for the development and implementation of the RIS strategy..

Senior Leadership Responsibilities:

§  Work as part of the Management Team and contribute to deliver the Strategic Agenda and the Business Plan.

§  Manage RIS budget and according activities for the annual Business Plan.

§  Manage the RIS calls and evaluations, and coordinate project implementations.

§  Report to and support the CEO as needed to meet the team's ambition to lead the world in mobility innovation through the RIS stakeholder involvement.

RIS Leadership Responsibilities:

§  Responsible for the development and implementation of the RIS strategy including plans for the support of stakeholders in RIS countries as defined by the EIT.

§  Establish and ensure strong relationships with stakeholders in RIS countries, stimulating their active participation in KIC activities, especially with regard to the implementation of activities.

§  Establish new RIS Hubs from among companies, universities and institutes to cooperate with EIT Urban Mobility in operating the Regional Innovation Scheme

§  Organise and strengthen the local knowledge triangle and, based on it, the urban mobility innovation communities in the RIS countries to support the development of the local innovation ecosystem.

§  Develop and coordinate the Urban Mobility X-KIC RIS activities.

§  Responsible for actions to reach the RIS KPIs.

§  Responsible for implementing joint RIS actions with the EIT.

§  Represent EIT Urban Mobility on senior and executive level of stakeholders in RIS countries.

Senior Management Experience:

§  Industry FIELD: Mobility or related Industry Association


Offer Requirements:

§  REQUIRED EDUCATION LEVEL: Business, Administration or Engineering master’s degree or equivalent.

§  REQUIRED LANGUAGES: ENGLISH: Excellent. Other EU languages are a plus.


Candidate profile:

§  Expertise in Mobility and good understanding of innovative mobility solutions. Understanding of urban planning is a plus.

§  Well connected to urban mobility stakeholders in RIS countries (municipalities, industry, academia, research & technology).

§  Experience with management of activities and relations in the Knowledge Triangle (Education, Business and Research & Technology) and building bridges between the Knowledge Triangle and cities.

§  Experience with start-up support and financing.

§  Good knowledge of the founding structure of the ESIF in the RIS countries.

§  Strong track record of providing strategic and operational leadership for the delivery of innovation activities and EU founded projects.

§  Strong track record of maintaining a partnership approach and matrix working.

§  Well-developed management and negotiation skills.

§  An outstanding communicator verbally and in writing, with strong persuasion and negotiation skills.

Appointment and salary

We offer a fulltime job with attractive salary and benefits. The aim is to ensure a permanent Regional Scheme (RIS) Manager of EIT Urban Mobility in place by 31 December 2019.



The role location will be Barcelona (Spain), with regular travel to the Innovation Hubs, partners and other countries required. Regular presence in Barcelona is required, but relocation is not a must.
